From the Synod Bylaws

1. Membership

• Eight to 10 members
• At least three commissioners (one to serve as moderator) appointed by the Moderator’s Committee
• Other members to be appointed by the committee
• Total membership to include
• At least three racial ethnic persons of at least two different racial ethnicities
• At least three pastors and three laypersons

2. Term

• One-year term
• No member shall serve for more than six consecutive years

3. Areas of Ministry

• New church development
• Church transformation
• Leadership training and support
• Mission to the U.S.A.

4. Responsibilities

• Administer synod grants to congregations including urban and racial ethnic churches
• Administer racial ethnic program grants
• Evaluate congregations receiving grants periodically
• Provide training events for church leaders and/or support such events through presbytery/ies
• Mission to the U.S.A. (MUSA)
• Share information synod wide with the assistance of the synod staff
• Monitor expenditures and financial status of each ministry area
• Evaluate all ministry areas annually
• Submit an annual budget request to the Budget & Finance Committee
